BSI investigates 178 police cases in 2016

During 2016, the Bureau of Special Investigations (BSI), the internal investigative arm of the Jamaica Constabulary Force (JCF), said it investigated 178 cases and participated in 318 administrative reviews of police personnel.
   
Of the 178 cases, 89 were for fatalities, 74 for injuries, nine related to jailbreak and prisoner escape, and six classified as special.
 
Some 209 cases were completed by the BSI, including 82 filed during the period. 
   
The BSI's Complaints Investigation Unit received 606 complaints, of which 472 required formal investigations while 134 were resolved by mediation, explanation and other forms of intervention. 
   
Formal investigations were completed for 372 cases and included cases brought forward from previous years.  
   
Disciplinary action was recommended for 38 members and criminal action taken against 32.
   
Of the 38 cases referred to the Director of Public Prosecutions, it was recommended that 18 be charged departmentally, six be charged criminally and the others be cleared of allegations made against them.
                                          
A further 272 files were recommended for closure by the Inspectorate of Constabulary.                             
   
The Audit and Inspection Unit conducted 57 inspections, 48 visits and 22 audits during the period.
   
The audits focused on areas such as warrants, lockups, private work programmes, keep and care of firearms, general property and exhibits.
   
A systematic firearms audit was carried out by the unit at all divisions and formations, and firearms in the custody of the JCF were inspected.
