Vodafone, the UK telecoms company, and America's cable group, Liberty Global, are in talks about combining their assets in Holland.
The two companies were discussing a potential merger of European assets last year but said in September that the talks had fallen apart.
Vodafone said on Tuesday that talks between the companies had been revived, but insisted the latest discussions concerned assets in the Netherlands only.
Liberty Global is in the process of taking over Cable & Wireless, which operates Flow in Jamaica and other Caribbean countries.
