Jamaica economic residency programme must be properly managed, PSOJ warns

Howard Mitchell

Howard Mitchell, President of the Private Sector Organisation of Jamaica (PSOJ), is warning that any programme to offer residency to foreigners who invest in Jamaica must be properly managed to ensure it does not attract unscrupulous people.

Speaking in the House of Representatives on Tuesday, Prime Minister Andrew Holness disclosed that the government is still considering a Jamaica Economic Residency Programme.

He said the programme would give a foreign investor a gradual pathway to Jamaican citizenship through meeting specific immigration, security and accountability requirements.

But Mr. Mitchell has warned that while there is no opposition to the programme in principle, it will require proper safeguards against abuse by unethical individuals.

"A properly organised and transparent and well managed programme could bring benefit to our investor portfolio because it would add an additional advantage to an investor who wants to maintain a home here, close to his investment," Mr. Mitchell highlighted.

He acknowledged that Jamaica's problems with corruption could compromise the programme, but said a transparent programme would reduce the likelihood of corruption.
