Attorney at law Clive Munroe Jr, is urging the leadership of the Jamaica Constabulary Force and the Jamaica Defence Force to seriously consider the recommendations of the West Kingston Commission of Enquiry.
The security forces were heavily criticised by the Commission for the manner in which the operations in West Kingston were conducted.
“if you read the report it is basically saying that these are not well functioning organisations …. and the recommendations – for example with the body cameras and with the single user firearm …those are things that have been in place in other countries for a long time. It’s just for use to decide how we want policing to continue.”
He also believes criminal proceedings could result from the recommendations of the West Kingston Commission of Enquiry.
“But really in terms of anything that comes after this – the recommendations are just that – recommendations. To put it crudely, some heads will roll….so I get the feeling that a part of it is also realizing that more is to come,” he said.
INDECOM is investigating allegations of extra judicial killings during the May 2010 operation.
Meanwhile, in his defense of the May 2010 operation, former Police Commissioner Owen Ellington argued that it has been referenced as a case in best practice in Police and Military Colleges abroad.
In his rebuttal to the Commissioners after they criticised his leadership, Ellington argued that he has been invited to the US, UK and as far as Australia to share his experiences in confronting new urban insurgency and crime bosses.
Ellington maintained that the police and military were operating in a virtual war zone in May 2010.
