JPS suspends employees linked to islandwide blackout

Action has been taken against the Jamaica Public Service Company (JPS) employees who have been linked to Saturday's islandwide power outage.
   
The utility company disclosed on Tuesday afternoon that in keeping with its internal processes, it has suspended two employees.
   
Kelly Tomblin, JPS Chief Executive Officer, told RJR News on Sunday that action would be taken against those responsible for the outage.
   
RJR News was informed that a senior technician was under investigation.
   
The Union of Clerical, Administrative and Supervisory Employees (UCASE), which represents the technician, says it is observing proceedings.
   
The JPS has stated that the outage was caused by a procedural error during scheduled maintenance work at the Port Authority of Jamaica sub-station in Kingston. 
   
Based on preliminary reports, the team did not adhere to established procedures.
 
Preliminary report 
 
In the meantime, the JPS has confirmed that a preliminary report on the August 27 all-island outage was submitted to the Minister of Energy and the Office of Utilities Regulation (OUR) on Monday.
   
The utility company met with the OUR on Tuesday to discuss the initial findings.  
   
According to a statement from the JPS, Saturday's incident was the worst type of electrical fault possible on a power system.  
   
It said the normal protection system responded immediately and performed appropriately. However, the degree of instability instigated by the fault caused generating units to trip off-line which led to the system shut down.
   
The power company is trying to determine whether the enhanced system should have prevented the shut down and whether the generating plants performed according to code.
