MOCA ordered to charge or release men detained in probe of Manchester Parish Council

A judge has ordered Jamaica's Major Organised Crime and Anti-Corruption Agency (MOCA) to determine what course of action it will take in relation to two men who were detained in connection with the probe at the Manchester Parish Council.
    
Attorney Norman Godfrey disclosed Wednesday morning that a writ of habeas corpus was filed on behalf of his clients in the Kingston and St. Andrew Parish Court. He said the application was heard and an order made that both men be charged by noon or released. 
    
It is still unclear whether charges have been laid.
    
The Magistrate said if the men are charged, they should be taken to court Thursday morning. 
    
A senior member of the Manchester Parish Council and another man were taken into custody following an operation undertaken by MOCA, the Office of the Contractor General (OCG) and the Financial Investigation Division (FID).
