OCG summons Owen Ellington in relation to JUTC contract awarded to MSL

As the probe continues into the $50 million contract purportedly awarded to Millenium Security Limited (MSL) by the Jamaica Urban Transit Company (JUTC), former Police Commissioner Owen Ellington has been summoned to be questioned by the Office of the Contractor General (OCG).
 
Mr. Ellington is to appear before the Contractor General tomorrow to answer questions about MSL and the contract which was reportedly awarded to the security company in July.
 
The OCG is probing allegations that the contract was awarded to MSL without public tender in breach of government's procurement regulations.
 
The JUTC had reported that Mr. Ellington's brother, who is a director of the JUTC's Board, had recused himself from the awarding of the contract.
 
JUTC Managing Director Paul Abrahams was questioned by the Contractor General on Tuesday and asked to hand over documents.
 
The OCG reportedly wants to question the former Police Commissioner about the contract and his connection to Millieum Security.
 
In the meantime, Mr. Ellington's attorney, Hugh Wildman, said his client will cooperate with the OCG in its investigations. 
 
"Whatever work that was done for the JUTC was done in a very arm's length manner, bonafide, and there is nothing to hide. His wife is the owner of the company. He is not connected to the company, and so I am amazed as to why he is even summoned in the first instance," said the attorney.
 
"They seem to be linking him to the company and there's not even a shred of evidence to show that he's linked to the company," he insisted.
